A brief description of our public body is as follows:
- Our purpose is to provide materials and services for the recreational, social, informational, and educational needs of the community.

- the total amount of our operating budget for FY13 is $1,019,555. Funding sources are property and personal property replacement taxes, state and federal grants, fines, charges, and donations. Tax levy includes:
- Corporate purposes (for general operating expenditures)
- MRF (provides for employee's retirement and related expenses)
- Social Security (provides for employee's FICA costs and related expenses)
- Audit (for annual audit and related expenses)
- Maintenance (for maintaining the building)
- Tort Liability (for insurance premiums, risk management, attorney's fees and related expenses, unemployment and worker's compensation insurance)
- Working Cash (for internal loans [not currently levied])
- Debt Service (for bond and interest payments [not currently levied])
- The office is located at this address: 405 West Main Street, Carbondale, IL 62901.
- We have the following number of persons employed:

- The Carbondale Public Library Board of Library Trustees exercises control over our policies and procedures.
- We are required to report and be answerable for our operations to:
- Illinois State Library, Springfield, Illinois. Its members are: State Librarian, Jesse White (Secretary of State); Director of the State Library, Anne Craig; and various other staff.
You may request the information and the records available to the public in the following manner:
- Use request form.
- Your request should be directed to the following individual: Diana Sussman, FOIA officer.
- You must specify the records requested to be disclosed for inspection or to be copied. If you desire that any records be certified, you must specify which ones.
- To reimburse us our actual costs for reproducing and certifying (if requested) the records, you will be charged the following fees:
- $.15 per page for photocopies of the records
- $2.00 per document for certification of records
- Approximately $2.50 per ounce for copies mailed via certified mail.
- The office will respond to a written request within seven (7) working days or sooner if possible. An extension of an additional seven (7) working days may be necessary to properly respond.
- Records may be inspected or copied. If inspected or copied by the requestor, a library employee must be present throughout the inspection or photocopying process.
- You may appeal the decision of the FOIA officer, to the Board of Library Trustees.
- The place and times where the records will be available are as follows:
- Carbondale Public Library, Administrative Offices, Monday-Thursday, 9:00am to 8:00pm., Friday-Saturday, 9:00am-6:00pm, and Sunday, 1:00pm-6:00pm
Certain types of information maintained by us are exempt from inspection and copying. However, the following types or categories of records are maintained under our control:

- Operating Budgets
- Annual Audits
- Minutes of the Board of Library Trustees
- Library Policies, including Materials Selection
- Annual Reports to the Illinois State Library
